On the afternoon of 14 April 2026, Ba Ria – Vung Tau University (BVU) organised a training and review workshop to develop academic programmes in accordance with the new evaluation standards set out in Circular 04/2025/TT-BGDĐT. The programme attracted the participation of leaders from Faculties, Institutes, Departments, and Centres; Programme Directors; quality assurance officers; and a large number of academic staff across the University—demonstrating BVU’s strong commitment to enhancing the quality of education.

Assoc. Prof. Dr Nguyen Ba Hoang, President of the University, directly presented the core principles of developing and improving academic programmes based on a learning outcomes approach.

At the workshop, Assoc. Prof. Dr Nguyen Ba Hoang, President of the University, directly presented the core principles of developing and improving academic programmes based on a learning outcomes approach.

The content was delivered in a systematic manner, covering: the theoretical foundations of programme objectives and learning outcomes; principles for designing learning outcomes and detailed course syllabi; and methods for measuring and evaluating the attainment of learning outcomes. Particular emphasis was placed on ensuring strong alignment between learning outcomes, course content, teaching methods, and assessment approaches—moving towards a learner-centred model and ensuring substantive quality assurance in accreditation processes.

In addition to the theoretical framework, the workshop provided an in-depth analysis of key updates and important considerations in Circular 04/2025/TT-BGDĐT, particularly in relation to programme accreditation. Key areas addressed included: requirements for learning outcomes and supporting evidence; data systems for accreditation; the role of continuous quality improvement within accreditation cycles; and the responsibilities of academic units in maintaining and enhancing programme quality. These insights provided clear direction for faculties and departments to proactively review, adjust, and refine their programmes in line with new regulations and standards.

Dr Huynh Van Huy, Acting Deputy Head of the Faculty of Technology and Engineering

The programme also featured a presentation by Dr Huynh Van Huy, Acting Deputy Head of the Faculty of Technology and Engineering, who shared practical experiences in programme development and implementation, along with valuable lessons in preparing evidence for accreditation. This session offered meaningful, practice-oriented insights, helping bridge theory and implementation and improving effectiveness at the programme level.

In his closing remarks, Assoc. Prof. Dr Nguyen Ba Hoang acknowledged the serious and responsible engagement of all participants, while emphasising the urgent need to conduct a comprehensive review of academic programmes, refine internal documentation systems, and strengthen quality assurance capacity in the coming period.

The BVU internal training workshop was successfully concluded.

The University will continue to organise specialised training sessions and further develop its internal quality assurance system in a modern, digitalised, and internationally integrated direction—contributing to the continuous improvement of educational quality and the strengthening of BVU’s institutional standing.
